2001-2002 Final Report

The Undergraduate Education Policy Committee (UEPC) is charged with initiating, reviewing, and making recommendations to the Faculty Senate on all matters which affect undergraduate education policy, e.g., graduation requirements, distribution of requirements, grade-point average requirements, curriculum (new or modified), procedures of student instruction and evaluation, review of courses and programs, and admission requirements. Adhering to that charge, the year has been busy and productive for the committee.

Despite a number of resolutions that inspired spirited discussion within both UEPC and Faculty Senate meetings, ten resolutions and one motion presented by the UEPC to the Faculty Senate during the 2001-2002 session received favorable support. Those were as follows:

Resolutions -

1) Approve the NEPR for a B.S. in Veterinary Science in the College of Agriculture;
2) Approve an RME to Establish a Minor in Art History in the School of Art and Design;
3) Approve an RME to Change the Name of the B.S. in Clothing and Textiles to the B.S. in Fashion Design and Merchandising, and to Change the Nomenclature of the Two Specializations Involved from Apparel Design to Fashion Design, and Retailing to Fashion Merchandising, College of Education and Human Services;
4) Modify Existing University Policy Concerning Calculation of Scholastic Honors;
5) Approve a University-Wide Information Technology Minor;
6) Approve an RME to Change the Name of the College of Agriculture to the College of Agricultural Sciences;
7) Approve an RME to Modify the Existing Baccalaureate Program in German with the Proposed Baccalaureate Program in German Studies, thereby Modifying Both the Curricular Content and Nomenclature of the Existing Major, Department of Foreign Languages and Literatures, College of Liberal Arts;
8) Approve an RME to Change the Name of the Home Economics Education Specialization in the B.S. in Workforce Education and Development to Family and Consumer Sciences Education, College of Education and Human Services;
9) Establish a Date by Which the SIUC Faculty Senate will be Provided with the Names of Proposed Internal Program Reviewers;
10) Approve an Amended Repeat Grade Policy.
Motions -
Approve the internal reviewers for 2001-2002 as amended.
In addition to monthly meetings (excluding the months of May, July, and January), the committee held two special meetings to discuss and review concerns and issues related to the calculation of scholastic honors and the repeat grade policy. Participants in these meetings also included chief academic advisors, and representatives from Admissions and Records and the Office of Academic Affairs and Research. These meetings resulted in Resolutions 4 and 10 above.

Proposals returned to sponsoring units of instructions and still awaiting response to concerns posed by the UEPC:

1) NEPR: B.S. in Forensic Science;
2) RME: Undergraduate Certificate in Gerontology;
3) RME: Name Change of the Visual Communication Specialization in the B.F.A. Program, School of Art and Design.
Recommendations:
1) The UEPC hold a hearing that involves the Provost, the Graduate Council and any other interested parties in discussing how internal review teams are constituted;
2) The Faculty Senate consider a means of making elected members accountable for participation in meetings of both the Faculty Senate and various FS Standing Committee assignment(s);
3) The Faculty Senate promote more active communication and participation with the Undergraduate Student Government Senate, in all matters pertaining to university issues.
As chair of the UEPC for 2001-2002, I would personally like to acknowledge the following individuals for their assistance, expertise, and wisdom in making the tasks of the committee and chair more manageable and productive: Dr. Margaret Winters and Dr. Kyle Perkins, who were always available to field questions regarding policy and expedient with responses to the numerous questions posed by the committee; Donna Post, who was most gracious and generous in providing me guidance and advisement in my role as UEPC chairperson; and the committee members who were extremely committed to fairness and thoroughness in reviewing and evaluating all documents presented to the UEPC and who gave tremendously and willingly of their time and energy in participating in the many meetings and hearings that were called over the past year. Particular commendation is due to UEPC members L. Dilalla, P. Henry, L. Kidd, D. Post, J. Rogers, R. Rivers, S. Tulis, J. Washburn , and ex-officio members Walker Allen and Jim Allen.
